Two commercial economies, two roof problems
Paignton runs on two things and they need different inspections. Behind the town, the Yalberton estate and the newer commercial ground towards White Rock carry standard portal frame and light industrial stock: profiled sheet, box gutters, roller shutter frontages, and yards. Along the front and back through the streets behind it sit the guest houses, holiday flats and leisure buildings, most of which have been extended repeatedly and carry flat roofs over the additions.
Those flat roof extensions are where the trouble is on the holiday stock. Many were built cheaply and quickly, most have been recovered at least once, and the junction where a flat roof meets the original pitched roof is a detail that gets worse every time somebody works on it. It is also the least visible part of the building from any direction a person can stand.
On the estate stock the pattern is more familiar: fixings, laps, gutter silt and rooflights. The value of doing both in one visit is that a single owner with a unit and a seafront property gets one report and one price rather than two access exercises.
Level ground offers no protection
The middle of the bay is flat, with a long sandy beach and level land behind it rising only gently towards Marldon. Sheltered from the prevailing wind by the bay, but fully open to easterly weather, and when it comes there is nothing in the way at all. Salt spray reaches several streets back from the front.
That combination is hard on ridge and verge details, on the edge trim of flat roofs, and on anything mechanically fixed near the perimeter of a roof, where uplift is highest. On the guest house stock it also drives water horizontally into details that were built assuming rain falls downward.
The maintenance implication is a perimeter-first inspection. On a wind-exposed flat site the middle of a roof is rarely the problem; the edges, the upstands and the trims are, and those are the things a wide aerial pass covers properly.
Booking around the season
Holiday trade property is occupied hard from spring to autumn and much easier to work around outside it. An inspection in late autumn produces a list in time to get work priced and booked before the following season, which is the way most operators here would rather do it.
Where a building is trading, nothing about the inspection stops it. The cordon sits away from the entrance, the guests are unaffected, and the whole thing is usually done within two hours.
Paignton also carries a substantial visitor attraction and leisure estate, and those buildings are commercial property with unusual roofs: long low animal houses, glasshouses, plant rooms and covered walkways, most of them extended piecemeal over decades. Oldway Mansion and the older civic stock add another layer again, with lead flats and parapet detailing that has nothing in common with a portal frame shed. A single owner or operator here can hold four building types that need four different maintenance conversations, and having all of them recorded on the same day is the only practical way to compare them.
